Six weeks into an emergency, the only thing Romania built quickly was a shortcut

Romania extended its state of alert on 28.08.2026 with Cernavoda Unit 1 still shut down, yet cleared over 400 MW of finished projects in days. Peak prices below baseload in two markets, and four of eight solar capacity figures found to be wrong by more than a factor of two.

Record low water across the basin. Djerdap I and II at 20%, a reactor shut at Cernavoda, and Bulgaria exporting into the crisis on 6.64 GW of PV and 14+ GWh of storage. Greece faces 3.3 to 3.7 TWh of curtailment in 2026.
